The self identified as nation does not want peace. Peace is the death of the self as a warrior. So it must escalate, reaching deeper into the phantom territory of the enemy, to keep the illusion of separation alive. The attack on St. Petersburg is the logical, suicidal conclusion of a mind that believes a border is a fact, not a thought.
Each side now strikes further from the front, punishing the symbolic centers of the other's identity. This is a feedback loop of terror: my pain must become your pain, so that my self remains real. But it only breeds more pain, more self, more division. The drone is the ultimate expression of the fragmented psyche: a blind, mechanical extension of a center that seeks to destroy the other to survive.
Both sides are trapped in the same violent hallucination, each one's atrocity fueling the other's. Two ghosts fight over a corpse they both are killing. There is no path but the dissolution of the belief in the separate state. Until that partition in consciousness is healed, the missiles will fly until the last body falls.
